Two Italian municipalities carry the name Agrate, and they are routinely confused. They are in different regions, different provinces and different economic contexts.

The municipality lies in the northern part of the Province of Novara, on the transitional ground between the Po plain and the pre-Alpine foothills. The landscape is a mosaic of mixed woodland, agricultural clearings and gentle relief, with the Alps visible to the north and west on clear days.

Piedmont is Italy's second-largest region by area and its north-eastern corner, around Novara and the lakes, sits between the Milan metropolitan economy and the Alpine lake districts. The immediate setting of Agrate Conturbia is defined by three features: Lake Maggiore to the north, the Ticino river park to the east, and the Novara plain to the south.

The area is known for golf, lake tourism and low-density residential settlement rather than for industry. That character is one of the reasons the site can accommodate a landscape-led development programme without displacing existing economic activity.

Distances are approximate road distances and are given for orientation. The relevant characteristic is that the site combines a rural setting with proximity to a major international airport — a combination that is uncommon in the Italian lake region.

The site adjoins an established municipality with existing road access, utility networks and municipal services. Development of the masterplan area requires the extension of primary infrastructure to the cluster boundaries rather than the creation of entirely new networks; the scope and phasing of that work is part of the planning process with the municipal technical office.

The territory has been settled since antiquity and retains the pattern of a historic agricultural landscape: dispersed farmsteads, church settlements and a fortified residence — the castle that stands within the project perimeter and forms part of it. The surrounding area of the Novarese hills has been associated with viticulture, forestry and, more recently, lake tourism.

Agrate Conturbia is administered by its Comune, through the Giunta Comunale and the Ufficio Tecnico Comunale, within the planning framework set by the Province of Novara and the Piedmont Region. The scale of the municipality means that a development of this size is examined at all three administrative levels, and that its acceptance depends on continuity of dialogue with the local community as well as on technical compliance.
